Westmass was engaged by MRPC to lead a regional market assessment as part of the Future Industrial Lands for Long-Term Economic Recovery and Resiliency (FILLTERR) initiative. Funded by the U.S. Economic Development Administration, the project aimed to evaluate the current industrial and economic landscape across 22 municipalities in North Central Massachusetts and identify strategic opportunities for land use, development, and investment.
In just five weeks, Westmass conducted a comprehensive analysis of the region’s workforce, industry trends, commercial and industrial real estate markets, and peer comparisons with other successful regions. The study resulted in an actionable roadmap to guide MRPC and local communities in prioritizing site readiness, attracting targeted industries, and aligning infrastructure and land use planning with economic development goals.
A key finding of the study was the significant shortage of large, development-ready industrial sites, limiting the region’s ability to compete for growing sectors such as advanced manufacturing, biotech, and green logistics. Westmass also identified opportunities to strengthen the region’s competitive position through coordinated zoning reforms, investment in transportation and broadband infrastructure, and strategies to address workforce needs such as childcare access and housing affordability.
The final report provides a data-informed strategy to support long-term resilience and economic growth in the region. It is designed to be used not only by MRPC and municipal leaders but also by state and federal partners to guide funding decisions and unlock the development potential of underutilized lands.
